A CMS should offer at least 4 and ideally 5 of the following attributes:
- Authoring and/or Transformation Services
- Repository Services
- Workflow Engine
- Templating Engine
- Promotion and Distribution Services
So, according to the last list above, it would seem that Movable Type meets the requirements to be considered a CMS.
