The Climate Group: China announced another important plan last week, under its 12th Five-Year Plan – the Specially Designated National Plan on Science and Technology Development in Tackling Climate Change.

The most critical element of the newly released Plan is the Ten Most Critical Mitigation Technologies and Ten Most Critical Adaption Technologies that have been identified by national Government for China’s efforts to address climate change challenges.

The Ten Mitigation Technologies are:

1. High efficiency super-critical power generation technology
2. Holistic coal gasification-based integrated combustion-cycle technology
3. Non-conventional natural gas exploration and development technology
4. Large-scale renewable energy power generation, storage and grid connection technology
5. New energy automobile technology and low carbon fuel substitute technology
6. City energy supply and end-use energy efficiency and emission reduction technology
7. Building energy saving technology
8. Energy saving and scale-up technology of waste energy and waste heat in the production process of iron and steel, matelurgical, chemical and building material industries
9. Carbon sink technology in agriculture, forestry, husbandry and wetland
10. Carbon capture and storage technology.

The Ten Adaptation Technologies include:

1. Forecast and pre-warning technology of extreme weather events
2. Drought-ridden region water resource exploration and high-efficiency water utilization, and optimized allocation technology
3. Drought-resistant and high-temperature-resistant plant species selection and cultivation, and pest-prevention and control technology
4. Typical climate-sensitive ecosystem protection and remediation technology
5. Climate change impact and risk assessment technology
6. Human health integrated adaptation technology
7. Typical coastal land adaptation technology
8. City lifeline engineering safety guarantee technology in response to extreme weather events
9. Standards and regulation amendment of some key sectors in adaptation to climate change
10. Man-controlled weather manipulation technology.

“The list provides clear guidance to technology research and development (R&D) and innovation in China, towards tackling climate change,” said Changhua Wu, Greater China Director, The Climate Group. “But the success relies on close partnerships between government and business, as well as among countries in the global community. Tackling climate change is a game of we-are-all-in-it-together. A global-level cooperation will provide the right platform for shared innovation and know-how to accelerate the technology R&D, the application of those technologies, as well as the scale up of the applicable and feasible solutions to address the common challenge we all face today.”

Consensus and Cooperation for a Clean Revolution: China and global sustainable development

 

Researchers from the highly influential Chinese Academy of Sciences (CAS) and The Climate Group have come together to produce this report, which suggests China should place clean technology investment at the heart of its economic growth plans. They say China is at the cusp of driving a new global clean industrial revolution that will meet the needs of a growing population sustainably, and improve China’s international standing.

The authors of the report call for closer cooperation between China and the international community to drive the low carbon revolution, which will help tackle the global financial crisis by creating millions of green jobs as well as curb carbon emissions.

Using the feedback from a survey of 50 global and Chinese corporate representatives, the report gives insight into the debate among Chinese policy makers on the country’s future strategy for sustained economic growth, and offers ways to address the country’s current resource, energy and environmental challenges.

As China’s new generation of leaders assume office, they have the opportunity for creating a smarter, better, more prosperous future – for China, and the world.
